As for data migration - one should look at the IBM Migration Toolkit - yeah, it's a bit long-in-the-tooth. But it does generate scripts for migrating from several RDBMS', including SQL Server. And it can include scripts for the data as well as the design.

And it's free!

It depends. .NET Web Applications can (almost) run on iSeries, since
Mono kind-of compiles on PASE, but don't expect too much from it.

About going to Linux, I have no idea. Generally it is driven by
the software rather than application. If the application you want
is running on an AS400, you buy the AS400. If it written and runs
