Interesting idea, an exit point for a constraint. What would you have it
do?

Try this. Using that table you just created, with the constraint, do an
rpg write with an invalid ActiveRecordCode.
%error should turn on
%status will be interesting. I only notice a couple of constraint error
codes and they point only to referential constraints.

You still may be down to retrieving messages to get the SQL0545 or
whatever is used to display the constraint in error.
