Yes, that is the Product Activity Log.
It means exactly what it's saying. The PAL database is being cleaned up by
normal processing and it's letting you know. Auditors love that kind of
stuff (even though there is nothing they can do about it)
There's nothing to do but be amused.

A couple of times a day I do a PRTERRLOG and have it emailed to me.
At 1:11pm today B600 5130 showed up. Knowledgecenter says:
"Explanation
PAL logging burst detected. No service is required. Some duplicate event
logs were filtered to prevent overflowing the logging queue and to limit
PAL wrapping."
I assume PAL is Product Activity Log.
There's nothing in QSYSOPR, nothing in QSYSMSG, nothing in QHST, and
nothing in WRKPRB.
What exactly does this mean and how much should I care?
