Well, not quite.  It really is *PUBLIC *ALL.  It does not grant authority
anywhere else.  It just allows any user to do anything to the directory and
any other files that have that same security mask.

Might just be the way my VIOS partitions are configured but here's the way I
always get files where I want them.
ftp to /home/padmin
chmod 777 /home/padmin/FILENAME
mv /home/padmin/FILENAME /newdirectory/FILENAME rinse and repeat with all
files I need
I used to always get errors similar to what you're getting until I did the
above.
