There's a post from Chuck in the archives that lays out some details where
changing the system CCSID could be an issue.

But there's been many on the list who've changed it without issue. Myself
included.

Heck, I think I talked a former employer of yours and mine into changing
the CCSID on TEST in the middle of the day. ;)
