I think you might have misread my message.

I did install the security update on my Win 8.1 system in order to install

Interesting that your Win8.1 didn't need that security update and yet you
were still able to install it. I'd guess, then, that the i Access for
Windows installer checks for the Windows version, sees 8.1, and no security
update is needed. Otherwise, not knowing about Win10, it must throw a flag
up if the security update isn't already installed. I wonder if there's a
way to fake it out.

It's a microsoft Security update, but it's not really for the OS.

It's for a library that applications built with Visual Studio 2005 and
include the redistributable library.

I don't find any information that Win8 or Win10 ship with the (updated)
redistributable library built in.

I loaded it on my Win 8.1 machine.

The installer first asks what language to use, then "Preparing to
Install",
then InstallShield Wizard, which is "interrupted" by the following
dialog:

IBM i Access for Windows 7.1 Installer Information
[! in a yellow triangle]
An update is required to continue with this install. Refer to the
following
link for details and instructions.
www-03.ibm.com/systems/i/software/access/windows/casp.html
[OK]

The only mention of a required update applies to newer service packs,
and
it is a Microsoft security update for which neither Win8.1 nor Win10
needs.
