He runs the program and it aborts with a CPF2217 - not authorized to the
user profile.

What are we missing here?

Use the DSPPGM command to confirm the following:

User profile . . . . . . . . . . . . . . . . . : *OWNER
Use adopted authority . . . . . . . . . . . . : *YES
