... I don't understand:
- what you are really trying to accomplish
- sometimes you are talking about a failing compile, then an error at runtime
- you are sending a snippet of a source with vars that are not defined (:count)
- SQL0551 is an authority problem

its all a kind of puzzle or guess to me.

I would need:
- the source
- your compile command
- if it doesn't compile: the listing
- if it compiles and doesn't run:
- the joblog and the javalog with loglevel debug (minimalized)
