From those who know:

"If a customer orders a DVD image of a PTF, then it runs through another system called CCSS. Apparently that system is the reason for sending the notification and it is blankly sending this message to use a supported version regardless of what delivery type being used."

So no Fix Central is not going away. The time to to order PTFs on physical media however seems to be coming to an end.
