Your initial connection out (per your using a "less-than-strong" cipher to a web service on a Windoze box) has significant PCI implications.

You may have the option of using a small Java comm program just for the connection. I haven't checked the ciphers specifically, but we have customers on 7.1 talking to the most stringent TLS 1.2 SHA-2 networks.

In fact, TSYS just commanded that change (with 8 weeks' notice) for the end of last month, so we had hundreds of customers to update or insure they were capable. By that date, 100% were compatible. Then TSYS postponed the requirement at the 11th hour due to broad inability to comply across their user base. Welcome to my world.
