Then what are your remaining options?
- You've called IBM and they said no, they will not increase the number of
ciphers supported.
- Your management says they are postponing the upgrade until 7.1 goes
unsupported.

This leaves options like
- take all the money you could be spending on an upgrade and give it to
lawyers instead for a case that has little chance of success
- stop using that application
- force the others to use lower encryption
- move the application to a different platform.
- get a grass roots movement to help back you. Since I don't run 7.1 my
give a durn's busted.

If the cost of the hardware is a choke point you may want to consider
leasing in the future. An upgrade which only increases your monthly bill
by a small amount is much easier to get approved.
