IF CCSID's matter to you read the link before calling that program.
And, make sure you're somewhat recent on PTF's. Especially if you've
modified the security, etc of some of these objects. Here is but one ptf
where they changed recreating these objects from CREATE to CREATE OR
REPLACE

Apparently RCLSTG(*DBXREF) automatically calls this API. Or applying the
database fix ptf group.

So the usual "take two aspirin and call me in the morning" of "get the
latest DB group PTF" would have fixed it also.
