CPIB682 will appear in QSYSMSG
In my MPLUS/HALCYON monitoring program, check for CPIB682 ,
 if a netserver user becomes disabled, I automatically re-enable them.

I created a command called RSTNETUSR

    neighborhood access is disabled.  When that happens, regular access  still
