I'm not so sure it's only the customer number.
After someone sets up an account with IBM, the account admin must then enable that account for the desired services, (PMR, PTFs, Software downloads, etc.)
Accidently, I have two accounts with IBM, one for PMRS, and a different one for Software and License keys.
I've tried for years to get this resolved with IBM, make them the same, but no such luck.
