You can get by the mixed case password issue. However it requires you to
change system value QPWDLVL and you really should read this first:
https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_71/
rzarl/rzarlconsdchg2.htm
We went from 0 to 3. We tried 2 and that didn't solve our problem and
just introduced some new ones.
I know it causes some ranting and raving but we had the corporate edict to
require you to pick out passwords that have 3 of the 4 categories of:
- lower case
- upper case
- special character
- digit

Two quick fixes.
1) Do not use mixed case passwords. Confirm the user in question is not
mixed case.
2) Network security: LAN Manager authentication level" Change the value
"Send LM & NTLM - use NTLMv2 session security if negotiated"something?
