My 2¢, if that.  Although v7r1 is rock-solid dependable and stable, IBM
will drop support for it on 4/30/2018.  However seemingly small the chance,
if something breaks after that date and there's no workaround, your company
is SOL unless they decide to pony up some big bucks for extended support.

Most companies I've worked for refuse to even remotely consider running
production on an OS that is no longer supported by the vendor.  It's just
not an option.

That you have vendors who are dragging their feet to move past v7r1 should
be a red flag to your company.

So, even though you're looking to "create a document", it seems to me that
the ultimatum is that your boss tells your vendors that you're upgrading to
v7r3 on such-and-such a date and if they don't certify their products to
run on v7r3 at least 60 days prior to your upgrade date, that your company
will find someone who does.
