Granted, I skipped all the necessary setup so I expected a failure so it
was no surprise when I got

Just wanted to ensure that setup was just it. Do I need to start some
listener service on the PC to process this? That would be grist for the
wiki.

You need an ssh server on the PC side. If running Windows, you can install Cygwin (http://www.cygwin.com/) which provides several Linux like tools. This is one of the available free ssh servers.
