An important thing to remember is that with the last several releases of
IBM i it is very important that you end TCP before you attempt to bring
the system into a restricted state.
Even if you get the messages "System ended to restricted state" some
TCP/IP processes will still be running.

This is documented.

Therefore run the ENDTCP prior to ENDSBS *ALL.
Now, at 7.3, the help for GO SAVE 21 does state that it will do the ENDTCP
prior to the ENDSBS.
