I ran with that. The library is a "Q" library. The name of the job queue
begins with a Q also. So I ran
crtjobq qwebqry/qrob
SBMJOB CMD(DSPJOB OUTPUT(*PRINT)) JOB(TESTJOB) JOBQ(qwebqry/qrob)

WRKJOBQ now shows:
Queue Library Jobs Subsystem
QROB QWEBQRY 1
QWEBQRYJQ QWEBQRY 2

The new job shows up in the job queue with the service but not the other
two jobs.
