I do a WRKJOBQ. One of the job queues shows two jobs. They are in a job
queue that is assigned to a subsystem, but the subsystem is not started.

When I look at the joblog of it it has one and only one line:
Message ID . . . . . . :
Message type . . . . . : Request
Message . . . . : QSYS/CALL PGM(QSYS/...

No "submitted" line or any other such thing.

Trying to determine why it shows up in WRKJOBQ but not the service I am
using.
I do have a ticket opened with IBM but I thought if I stumbled upon what
makes this job different it would really help them. They can't seem to
duplicate the situation at the lab.
