It is still needed from the legal standpoint even though you bypassed the requirement when creating the distribution.
By doing this you give your acceptance to the software agreement, not requiring it at restore time is a definite time saver but does not release you from the legal requirement.
Ok, soap box off...I do the same when I create distributions but I am aware of what it means when I do it.

Verification will not work until you go through option 5 of the GO
LICPGM menu and load and agree to all the software agreements.
For the record: software agreement is not needed when using a set of central site distribution CD/DVD/ISO created with option 40 of LICPGM menu.
