When a county in Pennsylvania sends their images to the state superior court, the preferred option is to send a PDF (other than hard copies of the images).
The state requires that the PDF be searchable, annotated and bookmarked.
The case to be sent to superior court may have hundreds of docket entries with images, and those images can be up to 999 pages.
Right now, they are annotating each image page of the docket entry with Adobe acrobat, and book marking each docket entry manually using acrobat.
The data base is on the system i. The images are in TIFF format converted to PDF by the image vendor.
What could be done to automate this so the annotations and bookmarks could be written programmatically?
