Hi,
S4i Express XP (native IBM i application) from S4i Systems has the
capability to take in your TIFF or PDF files and annotate them. In
addition, we can take the files and do zonal or full-text OCR on the
documents. The quality of full-text OCR is dependent upon the quality of
the original document/image and normally require human intervention for
validation.

If all you are trying to do is add annotations from a database then the
process can be completely automated.
