If held spooled files truly are printing, then that would be an issue to take up with IBM support.

How are you seeing that the spooled files are held?

In this case spooled files that are on hold are printing when the print que for the designated printer becomes available.

Is it possible we've overlooked another parameter (CHGPRTF accessible or
otherwise) that if changed would prevent spooled files from printing?
