I've seen that happen, too. That CE is no longer allowed in the data center.
This tech told the data center guys one thing, and my colleague and me
another.

Sometimes it may be miscommunication. For example I had all lpars down,
including vios lpars. But I still had the firmware up in case the CE
wanted to verify something before powering the machine all the way off
before replacing a card. Apparently there was a miscommunication as
before even asking if it was ready he started yanking power cables.
