As far as changing the target program to a service program...
Create the service program.
Rip the guts out of the target program and change it to use the service
program.
This way you don't duplicate the logic and you don't have to retrofit all
the places which currently use this program.
I've found that there are those who would only use a service program at
gunpoint and this helps to accommodate them.
