Not always. There are text PDFs, and raster image PDFs. The raster
PDFs cannot be searched (well, maybe they can since OCR is gettingbetter).

But PDFs can be created with plain text in view, but also compressed
encrypted where you can see or read the text just using a text editor.
I think Charles was talking about opening the PDF in something like
Adobe Reader, and seeing if text can be searched there.
