I recall testing more than one spool file to PDF converter that created
graphical PDFs instead of ones with embedded text.

Indeed, it's common for PDFs to be no more than containers for images,
making them about as easy to process as JPEGs.

I will say that all hope is not lost even in this case, because there
are OCR solutions out there. But involving OCR makes everything much
more complicated, heavyweight, and unreliable. Let's hope it doesn't
come to that.
