The .NET team makes extensive use of unmanaged code, which is MS-speak for Windows-only. None of their DLL's will run outside of Windows.

There is also "Mono on i" available to run in PASE ... so you might be able to run the same .NET tool to create the output on the IBM i side... perhaps worth a try?
