Hiring a consultant to write code for you is different than licensing a
solution that simply works for you. To be clear, I was suggesting the
latter. You indicated a need to transform mark-up that is evidently unique
to your company into PDF files (1,000 per week). If your company values
your time, then how much time would you need to write RPG wrappers around
pdfbox and to provide a solution to your employer vs. the cost to license a
solution from a vendor?

You could explain your company's markup, and a vendor could offer a
proposal.
