Google is your friend: Mono, .Net, IBMi, Yum

VB.Net is also newbie friendly, but not quite so fashionable these days.

5 minutes and a save file. Whew that was hard.

I didn't say it was hard. I said installing Python is easier. If you don't mind Python 2 (which is just as suitable as Python 3 for this kind of thing), then installation time is zero because IBM already did it for you. Same goes for Perl 5 or, as Jack mentioned, bash.

There is also a Yum repo.

This is news to me. What's it called? I consider yum installation close to zero effort, and I've been looking for Mono in the yum list.
Maybe I just haven't been searching for the right name?

(Installation aside, I still think Python is a more newbie-friendly language than C#.)
