You're right. I meant sndnetmsg. Sorry for confusion!

Partly irrelevant because for QSYS.LIB objects, you still need to create a save file anyway.

Besides that, tar usually saves UNIX rights and user-/group names, and restores if it's run as root (qsecofr). If IBM did a good job, their tar implementation saves special OS/400 flags, but I don't know. You can always try it out. No need to transfer remotely or via pipe.
