Usually: no - but you should keep in mind general I/O rules as i on i can
create lots of I/O if the hosting LPAR has enough CPU (what about
WRKSYSACT under heavy load). There is at least one internal
job for the controller serving the LPAR which is able to create the I/O,
and 10k spinning disks are not really able to handle much load.

does the hosting LPAR run other workload than just hosting DASD, network etc
for the guests? Did you activate ASP balancing somewhen?
What controller drives these disks?

The hosting lpar of IBM i has five 59DD 1.4TB 10k spinning drives in ASP 2.
There are seven NWSDs configured for this guest. One is for tape and optical only.
5 of the nwsd's have ten 70GB storage spaces. 1 of the nwsd's has nine 70GB storage spaces.
All of the storage spaces for this guested lpar are in ASP 2.

Does it confuse a system to have more NWSD's than there are physical drives in that ASP?
