device timed out. This could occur because of heavy network traffic,
the
device is not an SNMP device, or the read community name set on the
device
is different than expected. Recovery . . . : Make sure that the
device is
a printer that supports the industry standard SNMP protocol and that the
read community name is set correctly. Then try the operation again.

I read in the guide of Toshiba e-Studio 2515AC/3015AC/3515AC that the available printing protocols are:
SMB, LPR/LPD, IPP (Ver.2.0) w/Authentication, AppleTalk® PAP or EtherTalk, Port 9100 (Bi-Directional), NetWare P-SERVER LPD w/ iPrint, WS Print, FTP

I think that Port 9100 (Bi-Directional) stands for PJL, so you can try to change SYSDRVPGM(*IBMSNMPDRV) into SYSDRVPGM(*HPPJLDRV). Please check the protocol settings on the device, has to be PCL6.
