Curious, do you need save/restore authority

SAV DEV('/QSYS.LIB/DUMMY.LIB/DUMMY.FILE') OBJ(('/home/ROB/deleteme.txt'))

1 objects saved.
But RST is restricted?

RST DEV('/QSYS.LIB/DUMMY.LIB/DUMMY.FILE') OBJ(('/home/ROB/deleteme.txt'))

Not authorized to command RST in library *LIBL.
Is that just a Dekko thing or is that common?
