I have attached a copy here.
It explains what that AFP Resource Installer does (or did) on page 11.
I found the ".RAT" file they mentioned, here:
/QIBM/ProdData/OS400/Fonts/TTFonts/IBM_DataObjectFont.rat
but it is a binary file, and I cannot make sense out of the contents (yet).

Does anyone have any idea what I might be doing
wrong?
