Try  this:
    CREATE OR REPLACE PROCEDURE ...

This also works for CREATE TABLE, CREATE VIEW, CREATE INDEX, etc.

Just add "OR REPLACE" as shown above.

That should eliminate the problem as no need to monitor for errors.
