I prefer it to be the first library in the user list. That way I don't need
to do OVRDBFs and don't have to qualify it. I can put a temp version of a
program in there and it gets called without needing to mess with the program
calling it or qualifying it. I've worked places that it wasn't and it
really screwed with me.
