RTVDSKINF runs each Sunday as a scheduled job here. I ran Prtdskinf only for curiosity reasons a couple of times.

We reboot once a quarter to apply PTF's, OS upgrades, etc.

That's what I thought of. Does this clean up the issue (temporarily)?

I did try looking for recommended PTF's for Temporary Disk Space. However the last release recommending such ptf's was 7.3. I haven't been that far behind in years.
