Why bother doing the save? You can't use it to recover. If you are just after the system data, you could:
savsecdta
savcfg
savlib nonsys
savdlo
sav

appending to the tape as you go, but watch our, performance will most likely be awful.

Saving the OS to itself make no sense whatsoever. Or use Option 23 from the save menu as opposed to option 21.
