Item 1 of 2: Why NOWTRS:?
Because if you set the system value to not start printer writers it skips them via:
QSYS/RTVSYSVAL SYSVAL(QSTRPRTWTR) RTNVAR(&STRWTRS)
IF COND(&STRWTRS = '0') THEN(GOTO CMDLBL(NOWTRS))

Item 2 of 2: Why CHGVAR VAR(&CPYR) VALUE(&CPYR)?
Because at the time this program was written this command did not exist
COPYRIGHT TEXT('My Copyright Text')
So they needed some way to imbed it into the object code:
DCL VAR(&CPYR) TYPE(*CHAR) LEN(90) VALUE('5770-SS1 (C) COPYRIGHT-
IBM CORP 1980, 2021. LICENSED MATERIAL - PROGRAM PROPERTY OF IBM')
And you had to do the CHGVAR so the compiler didn't drop the unused variable.

Also COPYRIGHT is not valid in a CLP, only a CLLE.
Actual sample program I wrote:
0001.00 PGM
0002.00 COPYRIGHT ('My Copyright text')
0003.00 ENDPGM
0004.00 Anything after ENDPGM will be treated as a comment and ignored by the compiler.

DSPPGM PGM(QTEMP/CPYTEST) DETAIL(*COPYRIGHT)
