From my experience, for years, it is. Of course, there's no guarantee. :-)

On my iPhone I can configure the email polling to happen every 15, 30, 60 minutes or manually.

This setting is for mail server services which do not provide a way to notify a client of new mail. Hooking up an iPhone to Microsoft Exchange through ActiveSync provides immediate delivery. Same goes for many modern IMAP server implementations, such as Dovecot.

At least for Dovecot I can say that as long as a TCP connection stays alive from iOS to the IMAP server, you'll get instant notification of new mails.
