This sounds like a local firewall issue. Pub400 is not the issue here.

Check your local firewall and host entries. Might be your device, might be
the internet firewall.

You are sure that you are using the same password each time.

Is that correct?

Password is case sensitive on pub400. So I suggest to enter your password
into a text editor, copy it and paste it into the 3 tools you are using.
