I used to put in a 4 or 5 second delay on some tasks like this. I don't think there is a "wait" parameter for IFS objects.
The short delay solved the problem. My unscientific conclusion was that the machine is so fast that the lock release couldn't complete before the CPY makes its attempt.
In my case, the negligible delay had no negative impact on the process and solved the problem.

it) is that I'd end up with http_debug files breeding like gerbils, and
if I can't copy an http_debug file from the master CL of the automated
process, then presumably, I wouldn't be able to delete it either, if the
process ran without incident, and there was no need to save forensic info.
The automated process typically fails no more than one cycle out of ten,
probably a good deal less frequently than that.
