Service Agent not working

Hello all

Well, at some point the Service Agent stopped working.

Have gone through the steps to delete and rebuild and still not working.

I am doing the command
SNDPTFORD PTFID((SF98730 *ONLYPRD *ONLYRLS))

IBM says it must be with the network.
The network guy says it must be with the Power 8 server (7.3).

The network guy says he can see the request going out but nothing comes back.

I have been expecting the IBM to call home to report any problems.
Late last week we noticed 2 errors on the raid controller cards. IBM is replacing 2 cards this week.

Progress is not being made on the Call Home because both side are pointing the finger at the other.

There have been MANY changes on the network side (IP changes, firewalls and switches).
Nothing has changed on the IBM side.

Ideas?
