This is completely a client-side thing and dependent on how the OS requires you to use key sequences to enter those. On US keyboards and Windows, this is the harder part, compared to the database or even 5250 screens. Due to accented characters being unusual in the US, computers were for a long time unable to deal with them. Today, it's a mere thing of people don't knowing how to balance all that funny interpunction on the characters. It's all about the correct magic keystrokes.
