I googled for "country code for ibm systems where built" and got a hit for something called Ardent Tool of Capitalism - article called IBM Plant Codes

Rob, I looked high and low for those codes and couldn't find anything.
What I did run into, while it has nothing to do with your ask, is this.

Perhaps I failed to communicate well. I was talking about the two digit prefix on IBM serial numbers like 78#####.
