It’s a cumulative number. If you have 3 partitions each using 1.33 cores then your total would be 3.99 cores, or one partition using 4 cores, then No message.

In your case I’m betting the system was preloaded by IBM so the partition uses all the system resources, which in my view is ordinarily bad practice. The exception being a single partition 4core system.
