This is an interesting fact which I can't recall to have read earlier.

I only seem to have a problem with this i. That's why I don't think it's a Windows firewall issue. The VPN I'm using for this connection is FortiClient. So the two possibilities I see are the VPN or the server config.

If you want to see what's going wrong, you probably want to use Wireshark and do a packet capture. I don't know if the Windows firewall interferes with capturing.

So is there a way to turn off the requirement for the i to need passive mode?

My try doesn't show that the IBM i only supports passive mode. Tested with 7.2.

I have no idea. Didn't you say that FileZilla works? This is a strong indication that the standard Windows FTP client is at fault. What about replacing it with another command line FTP client for your automation?
