Not a solution but a fix:

In a command window Do
cd C:\Users\Public\IBM\ClientSolutions\Start_Programs\Windows_x86-64

Then
acslaunch_win-64.exe /PLUGIN=fileassoc hod bchx dtfx dttx sql
